SPECIFIC OBJECTIVE
The general objective of the project is to implement concrete and joint interventions that allow to address the phenomenon of marine Litter from different points of view and methods of intervention. The project therefore puts into effect concrete actions of monitoring, management, prevention and removal of the marine litter without neglecting the normative aspect within which these actions are framed. Finally, it proposes innovative and experimental actions aimed at treating plastic waste in a circular economy perspective.

The MARLESS project intends to tackle the problem of Marine Litter in the Adriatic Sea from many fronts in order to obtain visible and concrete results. Numerous in fact are the factors that intervene in the creation of Marine Litter, plastics coming from the inlnads, plastics from the touristic sector or aquaculture. The project then addresses the problem in a holistic way and develops over 6 WPs aimed at attacking the problem on all fronts, and for this reason it fits well into the Strategic framework of this call, because involves all the direct or indirect responsible actors of the Marine Litter, which together can represent the solution to the problem. The project is therefore divided into:
Monitoring actions aimed at comparing the partners on the methodologies used in the Marine Strategy on their own territories and at implementing a profitable mix of good practices as well as enhancing the actions already implemented.
Governace and raising awareness actions aimed at carrying forward citizen engagement interventions both in schools, in the tourism sector and in a more holistic and integrated perspective of the Costa Contract;
Integrated regulatory management actions aimed at identifying the nodes where the application of different regulations intersects and causes bottlenecks that hinder the effectiveness of the interventions
Pilot actions which aim to test experimental actions whose outcomes will then be collected in toolboxes for the benefit of all partners who can then transfer them to their own territories.

ARPAV is a public body: the Regional Agency for Environmental Prevention and Protection. It's a scientific –technical institution of Veneto Region, engaged in environment protection and monitoring. The main activities are: pollution prevention and control, meteoclimatic forecasting, environmental information and promotion of environmental education. ARPAV manages also the Marine and Lagoon Regional Centre that operates in the field of water quality monitoring along Veneto Region Shoreline.

MINISTRY OF ENVIRONMENT PROTECTION AND ENERGY
The Ministry of Economy and Sustainable Development (MESD), with its Department for Sea and Coastal Protection, is responsible for implementation of the Marine Strategy Framework Directive (MSFD) as a basic EU Marine strategy document. It performs expert tasks on protection and preservation of marine environment and coastal zone. Main task of MESD in the project are to make preliminary analysis of the EU legislation and to manage development of Cross Boundary Management Plan.

APULIA REGION
Apulia Region, Department of Mobility, Urban Quality, Public Works, Ecology and Landscape manages, among other things; manage the protection and enhancement of the environment and the landscape and waste cycle in compliance with good legislative practices in the field of ecology. In MARLESS, Region will coordinate Awareness raising and governance activities and promote pilot project aimed on collection of 40 tons of marine litter per year through the use of patented technologies.

REGION OF VENETO
Veneto Region will contribute to the project analyzing the application problems of European legislation, within the Italian legislative framework, in order to identify the most appropriate way to achieve an effective contrast to the marine plastic pollution. It will be in charge of Cooperation Agreement between Region of Veneto and the Association "Conference of Mayors of the Veneto Coast" in order to achieve the WP4 objectives, supporting the creation of a permanent discussion table.

AUTONOMOUS REGION FRIULI VENEZIA GIULIA
The Central Directorate for environmental protection, energy and sustainable development is the regional office in charge of environmental issue for the Friuli Venezia Giulia Autonomous Region. The Waste management and polluted sites Department is the office in charge for waste management, including implementing EU and national legislation, developing regional waste management plans, performing monitoring and data collection, raising public awareness and promoting circular economy.

REGIONAL DEVELOPMENT AGENCY DUBROVNIK-NERETVA COUNTY – DUNEA
DUNEA is a public institution that acts as a regional coordinator for 22 local government units in Dubrovnik Neretva County. Its basic role is to achieve sustainable development of the County as well as to improve and coordinate existing development activities in accordance with the needs of the region. Through MARLESS, DUNEA will address common challenges by awareness raising on marine litter problematic and searching joint solutions to improve the marine environment monitoring and management.

CETACEA FOUNDATION
Cetacean Foundation (CF) is an Italian NGO working on sea turtles, cetaceans and Adriatic Sea conservation. Trough project, CF will organize activities with schools, an association of elder person and it will collaborate with concessionaries of beaches during their daily cleaning. CF will also collaborate with fishermen who will accept to use an experimental net specifically designed to collect debris from the entire water column for further analysis, without retaining the wildlife species.

UNIVERSITY OF DUBROVNIK
University of Dubrovnik is an integrated university and its MARLESS team experts from Laboratory for Intelligent Autonomous Systems of Department of Aquaculture and Department of Electrical and Computer Engineering. PP will contribute to ML monitoring optimization, awareness raising and governance, as well as Pilot Actions investigating the use of mussels as suitable tool for water column micro plastic purification and designing of the autonomous mobile net array for ML collection.

The University of Bologna (UNIBO) is the oldest university in Western Europe. In MARLESS project will participate experts from The Interdepartmental Centre for Industrial Research in Renewable Resources, Environment, Sea and Energy, The Interdepartmental Centre for Research in Environmental Sciences and The Department of Veterinary Medicine. Main activity will be to coordination and monitoring Pilot Actions to prevent, recover, process marine litter, including Stakeholders Toolbox.

INSTITUT RUDER BOSKOVIC
Center for Marine Research (CMR), part of national Ruđer Bošković Institute, specializes in marine research, ecological analyses and long term monitoring of the northern Adriatic. The CMR hosts a database with micro plastic monitoring data starting from the year 2016. In the MARLESS project, CMR will mainly contribute in the harmonization of the monitoring plan and methodology, with an expansion of our national monitoring program and focusing on hotspot identification.

IRENA was founded by Region of Istrian and is established as an independent organization, providing advisory services to public and private actors and implementing EU projects related to RES, energy efficiency, climate adaption planning, environmental issues, waste management, etc. In MARLESS, IRENA is leader of project communication activities and will also work on awareness rising about ML problematic like; educations with Eco schools and actions aimed to sensitising the touristic sector.
