Three types of evaluation

Three types of evaluation

The Regulation for the 2014-2020 programming period strengthens result-focus of the policy, so greater importance is given to Evaluation.

The main reason to evaluate is to assess the effectiveness and impact of the Programme, which means a shift of policy from actions and financial means to results and change. This result-oriented approach is rooted in the intervention logic of the Programme, which is described in the Cooperation Programme (see intervention logicPriority Axis 1Priority Axis 2, Priority Axis 3Priority Axis 4). The intervention logic describes the internal coherence of the Programme, which is the logical link between development needs, thematic objectives and investment priorities, specific objectives, result indicators, types of action to be supported and output indicators.

 

According to the Regulation (EU) No 1303/2013 - articles 54-57 - three types of evaluations shall be carried out by internal or external experts that are functionally independent of the authorities responsible for Programme implementation:


EX ANTE EVALUATION

The ex-ante evaluation ensures that the operational Programme articulates its intervention logic, and that it contributes to the Europe 2020 strategy


ON-GOING EVALUATION

During the programming period, evaluations have to be carried out to assess the effectiveness, efficiency and impact of the Programme. At least one of these evaluations shall assess how support from ESI Funds has contributed to the objectives for each priority; in order to improve the quality of evaluations carried out during the programming period, Regulation (EU) No 1303/2013 establishes that it is compulsory to draft an Evaluation Plan.


EX POST EVALUATION

The European Commission or the Member States, in close cooperation with the Commission, have to assess Programme’s effectiveness and efficiency after its implementation

REVIEWING IMPLEMENTATION

As established by article 49 of the Regulation (EU) No 1303/2013 the Monitoring Committee has the task of reviewing implementation of the Programme and progress made towards achieving its objectives.

 

COMPUTERIZED SYSTEM FOR MONITORING

In order to ensure efficient and complete monitoring and evaluation activities, a computerized system for the storage and transmission of data, for monitoring and for reporting has to be provided. All beneficiaries are required to provide the information necessary for the updating of the monitoring system.

 

ANNUAL IMPLEMENTATION REPORTS

As established by article 50 of the Regulation (EU) No 1303/2013, during the programming period Annual Implementation Reports shall set out key information on implementation of the Programme and its priorities.

 

INDICATOR SYSTEM

In line with art. 8 and 16 of Regulation (EU) No 1299/2013 and art. 27 of Regulation (EU) No 1303/2013 and in order to strengthen the result-orientation of the Programme, common Output Indicators, Programme-specific Result Indicators and Programme-specific Output Indicators are defined and monitored
