No, The basic idea is to promote the participation of the Universities in the Programme area that are implementing project activities for the benefit of the area. Therefore in case of Universities having the official seat outside the programme area but a branch in the eligible area, only the salaries of the staff working (full time or part time) or seconded with a work assignement to the branch office in the programme area, can be considered as eligible (ITA-HR project must be indicated in the document).
