How does the certification of expenditure work in the Programme?

Indeed, First Level Control (FLC) System of the Programme consists of two different National Control Systems:

1. First Level Control System in Italy is decentralized, meaning that each Italian beneficiary has to appoint its First Level Controller. Italian Public Bodies can choose either to appoint an external FL controller or an internal FL controller, that shall be a functionally independent Unit/Department form the one that implements the project. Italian Private Bodies shall appoint an external FL controller.
2. First Level Control System in Croatia is centralized, meaning that all Croatian beneficiaries will have to submit their financial reports for verification and validation to one single controller, the Agency for Regional Development of the Republic of Croatia.
