Regarding the composition of the partnership, two Departments of the same University working at the same project can be considered as two different Project Partners?

No, two Departments of the same institution (Ministry, Region/County, University) shall not be considered as two different Project Partners within the same project. In case specific expertise of any other Department of the same institution would be needed, selected staff could be assigned to work for the implementation of the project to the Department included as LP/PP in the AF.
