16 - MONETARY AWARDS

If a project co-funded by the Programme foresees activities such as “inviting ideas competitions” or cultural/artistic contexts, etc. with the aim of selecting new professionals operating in the specific sectors interested by the project, can the costs for activating tailored scholarships for those winners be considered as eligible expenditure?

With regards to the monetary awards to winners of this kind of competitions, we would rather consider this expenditure as not eligible giving the fact that the Regulation (EU) No 481/2014 does not clearly list this type of expenditure within the Article 6 “External expertise and services”. We suggest to think about other types of awards (not monetary) such as services (e.g. training activities) subcontracted by the beneficiary. Services will have to be subcontracted following the rules on public procurement.
