How to manage the budget changes in Staff as for the related costs in Office & Administration? Have we take into consideration also these costs when we increase the Staff budget?

Yes of course. The total budget of the project must be kept the same as the one approved in the latest version of the AF. If you want to increase the Staff budget you have to take into consideration the related costs in O&A (flat rate automatically calculated), or decrease some other budget activities budget in order to have exactly the same total as prior the changes.
