FIRESPILL overall objective is to enhance the capacity of Emergency Service Organizations to increase cross-border effectiveness in tackling natural and man-made disasters, decreasing the exposure of the populations to the impact of hazards and increasing the safety of the Croatian and Italian Adriatic basin by improving emergency prevention and management measures and instruments. Project joint activities will be implemented per each risk taken into consideration, aiming at: (a) the improvements of existing Emergency Services Regulatory System; (b) the improvement of Emergency Management Systems (EMS) in terms of new and innovative solutions; (c) the activation of citizens' participatory process. Specific actions will be dedicated to each main risk in chosen pilot areas (fire, oil spill and other marine hazards, earthquake, pandemic).
The enhancement of Emergency Service Organizations' operational capabilities will be ensured by provision of safety equipment, emergency land and sea vehicles, mobile command and control units, communications systems, and Advanced Training Center establishment. Improvements in the governance area will be achieved by comparing the current civil protection legislation in the two countries to identify their homogenization level and the arguments on which to intervene to improve the overall system efficiency.
Joint approaches will be adopted for the development of common monitoring strategies and a disaster management system, through strengthening administrative and technical capacities, raising awareness, educating, equipping, and preparing population and rescue teams.
The participatory process of citizenship will be activated addressing and altering the population role from "vulnerable element" to "active sensor" during hazardous occurrences, in order to: (a) obtain its contribution to Civil Protection activities of natural and manmade risk forecasting, prevention, monitoring and management within its own living territory; (b) to educate to a proper behavior and a thorough knowledge of risk issues and (c) to reduce the natural and man-made phenomena that lead to emergencies.

ABRUZZO REGION
Abruzzo Region is a public authority which, along with the Central Government, has concurrent legislative powers, among other competences, to enact interventions in environment protection fields as well as to realize, implement and monitor the environment plans and policies.
The Implementing Unit is particularly responsible for the:
- environmental protection of the coast;
- the quality preservation of sea water;
-coast pollution's preservation due to sea mining activities;
- policies to support the sustainability, environment, resilience and climate change.
It has realized the climate profile and the the adaptation to climate changes' regional plan guidelines and is working at the sustainable development's strategy with the Italian Ministry of Environment and other regions.

In the Department of Cultural Heritage many different competences are available: from Archaeology to Art History, from Epigraphy to Classic History, from Information Technology to Geosciences, from Structural Engineering to 3D Survey. DUBROVNIK NERETVA REGION
Dubrovnik-Neretva Region is the most important coastal region in CROATIA, covering 1/4 of national sea scope, with more than 60% are under Natura 2000 and 40 nature protection sites. Dubrovnik-Neretva region will participate in the construction of the Training Centre for Firefighting and Civil Protection Forces in Kula Norinska which will contribute to the safety of the Neretva Valley as well as better preparedness of the emergency services. ADRIATIC TRAINING AND RESEARCH CENTRE FOR ACCIDENTAL MARINE POLLUTION PREPAREDNESS AND RESPONSE - ATRAC
Adriatic Training and Research Centre for Accidental Marine Pollution Preparedness and Response (ATRAC) is a non-profit institution situated in Rijeka, Croatia, established by Primorje – Gorski kotar County within the HAZADR project, which gathered partners from Albania, Croatia, Italy, Montenegro and Slovenia. ATRAC presents the greatest added value of the project.
ATRAC’s key role is to provide training and education to the personnel involved in preparedness and response systems in the whole Adriatic region. Other important activities of the Centre include helping Adriatic countries and their territorial divisions in developing their contingency plans, risk assessments and other relevant documents, as well as effectively conducting international regulations governing preparedness for and response to incidents resulting in marine pollution.

ZADAR COUNTY
Zadar County has considerable experience in implementing EU funded projects, especially cross border ones. Significant experience in the field of firefighting and forest fire protection projects, Zadar County has gained as a partner on project HOLISTIC (Adriatic Holistic Forest Fire Protection). The project activities were focused on prevention and mitigation of natural hazards, with particular emphasis on the risks of fire and earthquake, aiming to improve, promote and strengthen the institutional capacity to implement policies and actions to reduce the damage facing the Adriatic area. Zadar County implemented the project activities which included the establishing and equipping of the county operations centre for surveillance and response, setting up systems for early detection of fires, installation of heating system based on biomass utilisation etc.
